Looks like a Navy Reserve C-40A Clipper with no unit markings.  So the truthful answer to your question is likely "transporting ground crew, GSE, and parts for one of the deployments."

Hey everybody, I had a tremendous time and a very big thank you to everybody that helped organize the trip! It was a pleasure to meet all of you and it was also a pleasure to see those that I know, again.
